The Rebate on a surround is referring to the distance between the wall and the front of the back of the panel of the fireplace on the inside leg (jamb) - essentially the space within the surround that allows for a fire insert, back panel or slip to sit flush against the wall when installed. To determine the rebate, measure from the wall to the front of the face of the inside leg (as shown below).
Fireplace Slips are typically installed between the fire surround and opening of the fireplace to cover up unwanted visible brickwork or chamber edges - It can also fill a gap that is too big. The can sometime be used go fill the space around an inset stove. These are usually made up of the same material of the hearth or can be made of different materials such as metal or stone.
